The United States Strategic Petroleum Reserve has a confirmed maximum withdrawal rate of about 4 million barrels per day—yet reaching this is a major technical hurdle. During the 2022 drawdown of the U.S. reserve, the country could only maintain a pumping rate of about 1.2 million barrels daily for around a week. Even with an internationally synchronized release, the total global strategic systems can only supply roughly 10 million barrels per day to the market—a persistent, irreparable gap during a major supply interruption.
